Regulating Agencies

The most common question within the fall protection industry is: How does OSHA enforce ANSI.  The function of OSHA is to recognize hazards and if available provide abatement guidelines. To read more on OSHA Regulations, click here.
 
Occupational Safety & Health Administration (OSHA)
 
There are three main standards within OSHA that govern suspended building maintenance:
 
1910.25 Subpart D: Walking-Working Surfaces
1910.66 Subpart F: Powered Platforms & Appendix C
1926.500 Subpart M: Fall Protection
 
The main regulation falls within the General Duties enforcement:
SEC. 5. Duties
 Each employer -
shall furnish to each of his employees employment and a place of employment which are free from recognized hazards that are causing or are likely to cause death or serious physical harm to his employees;
 
Incorporation by Reference
OSHA 1910.6 1910.6(a)(1)
The standards of agencies of the U.S. Government, and organizations which are not agencies of the U.S. Government which are incorporated by reference in this part, have the same force and effect as other standards in this part. Only the mandatory provisions (i.e., provisions containing the word shall or other mandatory language) of standards incorporated by reference are adopted as standards under the Occupational Safety and Health Act.

ANSI/IWCA I-14.1 - 2001
The I-14.1 standard was developed by the American National Standards Institute (ANSI) and the International Window Cleaning Association (IWCA). Adopted in October 2001, this standard was created to provide accepted safe practices for window cleaning.

The I-14.1 has two sections:
Part A (General and Performance Requirements) mainly defines proper means and methods for window cleaning operations.
Part B (Building and Equipment Design Requirements) mainly explains the design and engineering requirements of all window-washing equipment and fall protection systems.

ASME A120.1 - 2001
The A120.1 was last approved by the American Society of Mechanical Engineers (ASME) in 2001. These standards created provisions for the design of powered forms (scaffolds) used for suspended building maintenance. It is the main regulatory agency for the design of permanently installed or transportable equipment used for hoisting, stabilizing, powering, etc. of powered platforms.
